Adults Use DL-14A, Not DL-14B
DL-14B is the minor application and is not the right form for adult driver education students. If you are applying as an adult, download and complete the DL-14A.
Save Time at DPS
Filling out the DL-14A before your appointment can shorten the paperwork step at DPS. Bring the printed form with your identity, Social Security, Texas residency, and course documents — for first-time applicants ages 18–24, that includes the Certificate of Completion from the Texas adult drivers ed course.
Residency documents not in your name? If you cannot provide two acceptable residency documents, you may be eligible to complete a Texas residency affidavit (DL-5).

Personal Information
Full Legal Name
Use your name exactly as it appears on your birth certificate, passport, or other proof of identity. Do not use nicknames.
Date of Birth
Use the date of birth shown on your identity documents.
Social Security Number
Enter your SSN if you have one. If you do not have one, bring the DPS-required documentation explaining your status.
Contact Information
Use a phone number and email address where DPS can reach you about your appointment or license.
Address Information
Texas Residence Address
Use your physical Texas home address. A PO Box is not accepted as a residence address.
Mailing Address
Use this only if mail should go somewhere different from your residence address.
County of Residence
Enter the Texas county where you live, such as Harris, Travis, Dallas, Bexar, or Tarrant.
License Application Details
Application Type
Follow the DPS form labels for the license or identification card transaction you are requesting. First-time adult license applicants usually complete the original driver license application path.
Previous License History
List any state or country where you have held a driver license. DPS checks license history, so answer accurately.
Citizenship or Lawful Presence
Answer based on the documents you will bring to DPS. Non-citizens should bring the required lawful-presence documents.

Common Mistakes to Avoid
- Downloading the minor application
Adult applicants use DL-14A. DL-14B is the minor form and can send you to DPS with the wrong paperwork.
- Using nicknames instead of legal name
Use your legal name exactly as it appears on your proof-of-identity document.
- Using a PO Box for residence address
Use your physical Texas home address. A PO Box can only be used for mailing address.
- Forgetting supporting documents
The DL-14A is only the application. Bring proof of identity, Social Security number, Texas residency, course certificate if applicable, and the DPS fee.
- Assuming DL-14A replaces your ADE-1317 or ITAD certificate
DL-14A tells DPS what you are applying for. Your ADE-1317 Certificate of Completion and your ITAD certificate are separate documents — bring each one that applies to you.
- Relying on an old fee amount
DPS sets and may change its fees. Check the current amount on dps.texas.gov instead of trusting an old page.
Where the Adult Drivers Ed Certificate Fits
Your ADE-1317 Certificate of Completion is separate from the DL-14A. The DL-14A tells DPS what you are applying for; the ADE-1317 proves you finished the TDLR-approved six-hour adult driver education course.
For first-time applicants ages 18–24, the adult driver education course is required. For applicants 25 and older it is optional, but if you take it, the ADE-1317 shows DPS that you completed the course and passed the in-course written exam, and DPS accepts it in lieu of the written (knowledge) test — for applicants under 25 the certificate must be dated less than two years before you apply (37 TAC §15.55(e)(2)); if you are 25 or older, plan to use it within about two years. Either way, the course does not replace the vision or road test — those are still taken at DPS.

The Smart Order Before DPS
- Finish the Texas adult drivers ed course if it is required for your age, or if you want DPS to accept your certificate in lieu of the written test.
- Download and print your ADE-1317 Certificate of Completion.
- Download the official DL-14A, fill it out, and print it.
- Gather identity, Social Security, and two Texas residency documents.
- Complete ITAD before the road test and print that certificate.
- Use the DPS appointment checklist to confirm every item before you leave.
