I Have a License from Another U.S. State

If you hold a valid, unexpired driver license from another U.S. state, you are exempt from the Texas adult driver education course requirement. You surrender that license when you apply for your Texas license at DPS.

Texas requires first-time applicants ages 18–24 to complete an approved driver education course before getting a license. But there is an important exception: if you moved to Texas already holding a valid driver license from another U.S. state, that requirement does not apply to you (Texas Transportation Code §521.1601(b)).

You Likely Do Not Need This Course
Holders of a valid, unexpired driver license from another U.S. state are exempt from the adult driver education course requirement. You generally just transfer your license at DPS.

How the Transfer Works at DPS

To transfer an out-of-state license, you visit DPS and surrender your current license. New Texas residents are expected to apply within 90 days of moving. DPS will typically have you pass the vision exam, and may require the written knowledge test and/or road test depending on your situation. Bring your out-of-state license plus standard identity, Social Security, and Texas residency documents.

What If My Out-of-State License Has Expired?

The exemption is for a valid, unexpired out-of-state license. If your prior license is no longer valid and you are 18–24 applying as a first-time Texas applicant, you may need to complete the adult driver education course. If you are unsure, check your eligibility or contact DPS.
